Main Purpose:
?This position provides overall leadership and management of the following functions: manufacturing, engineering, maintenance, supply chain and logistics, distribution, quality, accounting, IT and administration.
?Directs, leads, and controls the activities of a mission critical medical device manufacturing plant. Sets plant strategic direction and motivates staff and organization to meet quality, cost, schedule, inventory, and delivery requirements while fostering an environment of continuous improvement and lean manufacturing.
?Ensure products manufactured in Chengdu meet all defined specifications and are developed and manufactured in compliance with all applicable quality system requirements eg. ISO 13485, FDA, etc.
?Demonstrates comprehensive understanding of how products, sites and Divisions contribute to and drive the achievement of the overall manufacturing strategy. Identify and develop strategic competencies required to ensure organization readiness for future opportunities and challenges ensuring appropriate organization structures are in place to capitalize on such opportunities and to meet challenges.
?Serves as the primary leader of the organization. Establishes and ensures that the organization’s initiatives are aligned with global manufacturing strategies/initiatives.
Participates with other Directors to establish plant-wide strategic plans and ives. Makes decisions on manufacturing matters and ensures effective achievement of manufacturing ives.
?Directs and controls the activities of a broad functional area through several department managers and senior leaders within the company having overall responsibility for planning, budgeting, implementing and maintaining costs, methods and employees.
Key Accountabilities:
?Directs and oversees all manufacturing activities
?Directs Engineering activities at the site to improve yield, quality and product cost.
?Monitors performance against goals to ensure progress is made and takes when necessary.
?Ensures adherence to ISO/GMP quality systems.
?Develops and implements Lean Manufacturing systems.
?Plans, budgets and directs the Manufacturing and Manufacturing Engineering functions.
?Develops effective communication and positive working relationships with other departments.
?Manages Medtronic support relationships for facilities and EHS and ensures that all local occupational health, safety and environmental regulations are met.
?Builds, develops and manages cross-functional teams.
?Maintains proper staffing to meet production plans.
?Implements new products effectively in manufacturing to meet company goals.
?Supports Continuous Quality Improvement Teams through pilot builds, data collection and feedback on manufacturability concerns of new processes and/or designs.
?Manage sand improve the calibration and preventive maintenance functions for R&D, Quality and Manufacturing equipment in a fast growing environment.
?Leads all manufacturing s required to assure production, shipping schedules and planned sales are achieved within the operational expense and capital budgets.
?Prepares weekly and monthly operational reports covering products scheduling and shipping activities, major product availability issues, and product support projects.
?Establishes, recommends, and approves complement, facilities and budgets for all functions and assures they are used at the highest possible return to Medtronic.
?Interfaces with notified bodies during manufacturing inspections, audits and official meetings.
?Travels as required to other Medtronic facilities to participate in the Quality Council, inter-facility teams, supply chain and/or management meetings.
?Plans and coordinates the transfer of new products, technologies, equipment and processes in conjunction with marketing & sale needs, and supports group strategic plans.
?Coordinates and participates in general administrative and technical programs and functions such as: manpower planning, production schedule, shipping commitments, management development programs, QIP/JIT, and their compliance.
?Coordinates with appropriate group plans for future strategic plans implementation, including orderly phase-in of new products and phase-out of existing ones.
?Assures proper follow-up to manufacturing, design and reliability issues. Coordinates and implements required process, design and technology changes in agreement with established procedures and plans.

Experience and Knowledge:
?Minimum 10 years experience in manufacturing, engineering and quality.
?Experience in both large world class medical device organization as well as taken medical technology through rapid growth.
?Experience implementing Lean in an established manufacturing facility.
?Experience with ISO 13485, FDA, GMP, Supply Chain, SAP R3 and Lean Six Sigma will be preferred

Qualifications:
